Swiss Hospitality Academy, managed by the owner Beat R. Wicki is acompany, focusing on providing educational projects from vocational up to degree level especially in hospitality and tourism sector. Looking back on more than 20 years of experience in nearly all parts of the world Swiss Hospitality Academy is a powerful partner to establish pragmatically solutions according to the excellence of Swiss vocational training principles. As a main principle there is not just a copy past attempt but an adaptation to the local needs of the industry to improve employability of graduates as much as possible.

All development in hospitality and tourism industry needs well educated people matching the expectations of local and international tourists and travelers. As it is a declared objective of Timor-Leste to present itself as a high quality host in medium to long-term time frame, education in this area is crucial.


In this context Timor Foundation identified key projects to improve the situation. They all are based on the actual situation which presents Timor-Leste with beautiful and mostly untouched landscapes and beaches that show a great potential for development. The people still kept their original friendliness and natural hospitality. Up to now accommodation and catering options for travelers and tourists are very limited in the whole country. Also airline connections are very limited and still cost intensive. Nevertheless, it is essential to improve educational standards in order to take benefit of the natural potential of the country.

As there is no structured vocational training established yet in the whole country, Timor Foundation sticks on establishing respective projects basing on world-wide most reputed Swiss educational model. This dual model comprises the provision of theoretical knowledge as well as the establishment of practical implementation skills.

Timor Foundation’s project follows the following objectives:
Development and implementation of a pilot training program to capacitate local people for various positions in a hotel

  • Development of an adapted Vocational Education and Training (VET) model for hospitality and tourism which can be spread out to other professions and to the whole country
  • Explore the options of Swiss and Timorese as well as ASEAN accreditation of the programs developed
  • Establishing of long-term partnership with foreign and especially Swiss educational institutions
  • On-going technical and operational support in realizing hotel projects and implementing and expanding the designed VET model

The whole educational concept will be created in a fully modular way so that there is a horizontal (from profession to profession) as well as a vertical (hierarchical) pathway with further development of student’s personality and experience. Ideally the concept will be realized with an existing hotel to share the infrastructure and offer a real operational environment also to the students. As basic hospitality competences in customer contact are crucial to nearly all businesses there will be easily multiple use of the generic modules.

The following project phases are foreseen from today’s point of view:

1. Based on the needs of the industry and under consideration of the concepts of governmental and industrial authorities for education and tourism the requirements for hospitality VET are identified in the phase of development of hospitality VET concept. A meaningful training concept will be defined based on the requirements for the most effective implementation model. From the beginning, the training concept will be kept modular and open for easy transformation into other areas and professions.

2. Depending on the hospitality VET concept, developed in phase 1, a pilot training run of at least two respective modules is required. This phase will ensure that the training focusses the right entry level, offers digestible contents for the students and specifies the necessary infrastructure needs for future implementation of the VET concept in the whole country. For the pilot training provisional infrastructure can be used, which does not block an immediate start if funding is available.

3. The provision of necessary facilities for hospitality VET is intended in phase 3 of the project. This can be done either by using of existing infrastructure of a hotel or training entity or by new construction.

4. The last phase comprises the implementation and expansion of concept. Lessons learned from the pilot phase will be transferred into action and the VET concept is ready being implemented on high quality level. Ongoing quality control from Swiss experts and continuous improvement of the programs as well as expansion into other regions and areas is planned.
The project is planned to be implemented with experienced specialists from Swiss Hospitality Academy. As project manager Beat R. Wicki is appointed who looks back on many successful similar projects all over the whole world.
